Current rule reads:

Teams ranked #1 and #2 must play each other once per day. It is the responsibility of both teams to have their first two available team members to play this match, and not to wait for specific players. If played in a ladder match, the #1 team will have seat choice for this game; if played in a ladder stats tournament, tournament rules will prevail.

Once the #1 or #2 team challenges in the lobby and there is no response, then the team that challenged must accept a match with the on board team, or take board in accordance with the first come, first serve method for obtaining matches.
