Current rule reads:

Top 10 Players that are waiting to play at a table for a challenge are still expected to be on an Open Table. If you are not NEXT IN LINE for the game you MUST be fielding challenges and playing those who are challenging you at your table. You should notify the players waiting at your table that you are waiting at another table for a challenge and at such time that challenge becomes available you will hold your table in abeyance until your Up game is completed.

Proposed Change:

Top 10 players may wait in the Scapula room and decline challenges, provided they are registered for a tournament that starts within 15 minutes, according to the tournament clock found on the ladder’s main page.
