Should the current 1 VS 2 rule be changed

When a new player reaches #2 the #1 player must play #2 at least once before playing #3 or #4. (Does not apply to #1 having lost the #1 spot to become the new #2).
The match should be completed within 3 days and takes priority over all other matches. 
If the match is not played and a complaint is made by anyone both #1 and #2 will be dropped 10 rungs for trying to hold the top ranks for themselves.
