Dear Nightwind_7777777

To answer your question, I as a Cases Ladder Head TD, I have no powers to change the Hall of Fame.

Additionally the rules on Cases Ladders -FAQ (Frequently Asked Questions) Specifically states the following.

You don't have to do anything special to get into the Hall of Fame because it is completely automated. Once you have broken the record of the lowest listing in a particular category, you will be placed in the "Hall of Fame" within 24 hours.

There are many categories in which you may become listed. You can be listed in more than one category at once.

go to www.igl.net/yspades

Under "Getting Started" click "how to play" on the left links section. This page will bring up a new page

On the Right Menu Section push #1 "Getting Started"

Scroll Down to Frequently Asked Questions and click on that

then you will see

If there is a way for upper management to change the Hall of Fame, especially if someone was booted from the ladder, I would be surprised, but I would like to know.
