Your ladder voted in this GSR:

Top 25 Challenges
All players ranked in the Top 25 that are logged into the ladder room with their registered Spades (Funcom) name MUST take all challenges in order of rank. If the Top 25 player chooses not to play they must leave the ladder room and not return for 30 minutes.

This means, once you turn down a match you must leave the room for 30 minutes before you can play again. Playing also includes subbing for anyone.

I think that this GSR is perfectly clear.
