The losing player with best rank must wait until their partner reports. If a game is not reported after a few minutes the winning players may grant permission to report out of order. Please note in comments accordingly.

Proposed Rule

The losing player with best rank must wait until their partner reports. Not doing so will result in a 50 rung penalty for first offenses with stronger penalties to follow on all subsequent offenses.
