The reason for the confusion is simple. It's meant to be. If the rules were written clearly than the need for human intervention would diminish. The powers that be, couldn't or wouldn't be needed to make suggestive calls. They wouldn't be able to apply two sets of rules anymore. All the teams would have to play by the same rules and that, it has become obvious, will not be allowed.
"It's only the rules, why be so picky" ring a bell?
