Reporting losses

1st , why do we have to report our loss to a to a team with two separate reports , why ( like in spades ) can we not fill out one report in which both players names on the winning team can be entered at the same time ???

2nd , the top 4 players have not played in over 2 weels , why are they still the top 4 players ???
