German Engineers Units

i was faceing 3 russian full inf units with Flamethrowers siting on the Vl in a bilding i start to hammer it with aera fire and sind in a Elite SS Assult unit and a Engineers unit as a back up and the first wave did well with the support from HE aera fire killing 60% and takeing big loss the second wave was the Engineers went in as a back up on contact with the busted up russian units thay went for cover but thay started to fire heavy with all guns but the 1 Flamethrower in the unit just did not fire his flame it i move them in close and still no flame till thay took a flame from the russians that German Engineers cost 80 points and the Flamethrower never works any one know why or how to get them to ?
