Taking into consideration the following :

There where 1694 players in the 24 games of hoyle at this time. 12 games had cases ladder the others did not. 595 players where in games that did not have ladders so the total comes down to 1099 , .

if you take 15% ( the % of ladder players they claim) of the total players that is 254 , that equates to nearly 1/4 of ladder associated games players are on the ladder.

Truth is that it is probably closer to 1/3
