There are some that think chatting during play is distracting. There are others who complain that a player is not very sociable when they don't say anything during a game. Therefore I propose a new rule:

->Every player MUST make one comment, and only one comment, per hole. Failure to chat, or over-chatting, will result in automatic loss of game. In the case where three or four are playing, the non-chatterer will report first to the over-chatterer, then to the highest ranking chatter compliant player. If the only violation is over-chatting, then the violater will report the lowest ranking player, but only on altertating Tuesdays.

I think this should solve the problem.
