I think looking at the size of the ladder their staying clear of the 1-2 would be better. Let them play up to rank 3. Restricting them out of top 10 they may as well not play at all and trust me that is not fun. Once the fun is gone an attitude of why bother may develop.

Remember ops are volunteers they want to have fun playing the ladder as all the players do. I would rather have them enjoying the games than just watching from the sideline. After the ladder has more members lets re-look it and then vote to keep ops out of top 10.
