My suggestions:
1. that 1 v 2 be restricted to the best of three games.
Why
To promote more movement on the Ladder.
2. that #2 be given the chance to play #1 before being bumped.
Why.
Most players would like to achieve to of the Ladder, without being kicked. This would not apply if the player had been # 1 previously.
3. No challenge to me made in attempt to attain #2.
Why.
Self explaneatry, 9known as rank hounding to most crib players)
4. Ladder Ops be restricted to being #1 or #2
Why.
Its is the Ops duty to oversee the
games and Lobby activity.
Why
This is a requirement on most other ladders.
5.No Open Tables.
Why
This will be confusing in the initial stages of setting up this ladder.
