We have 4 HTDs, and are going to be adding at least one in the very near future. Those that are on Active-Exempt status have valid reasons, which are the business of the HTD team. If you have any question as to why any specific HTD is on Active-Exempt status, please email that specific HTD and he or she may reply if they feel you need to know. Active-Exempt status does NOT mean people are not here, it only means (for HTDs) that we are in busy times and that is our way of letting the players know we'll be around whenever possible.

As you know, HTDs are humans (like yourself). Humans can't be online 24/7, or usually anywhere near that. Humans have other things to do like work, take care of kids, sleep, etc. HTD is a volunteer position; there is no mininum time requirement. We try to be in the lobby when possible, but you must understand that we are not robots believe it or not :)...
