I have to agree with telephoneman's idea, i personally do not tend to sit out turns and some people do it so they can hold aussie. It is legal but it can get quite annoyin. build a large force, maybe out of the players sight and the next time you get a big enough cash in bombard him, and add a kind "I really dislike it when people sit out turns"
