There are a lot of good players out there and also plenty of cheating liars. I'm relatively new but I can see that. The ladder is a lot of fun but I wouldn't go so far as to say it is "honorable", assuming by that you mean that everyone on it follows the rules. What I've done is give every player a chance and once they show that they aren't honest don't get into games with them.
A good way to tell is if they want to play by the "old" - meaning no longer valid in ladder play - system of reporting. Avoid cheaters like that at all cost.
