In a recent match I was told that "sitting
out" a turn - not attacking, that is - is
illegal. So I attacked, and lost the game due
to a loss of armies at a crucial time.

But I just finished a match in which my
opponent sat out turns regularly, to my
great disadvantage. When I asked, he laughed
and assured me it was legal.

Is it?
