OPS - ranking

Hi Folks, i would like to know why an "op" can't be in the top 25. Aren't they players just like those of us who are not ops? They don't have an inside track to the cards do they? j/k
I would not want to become an "op" knowing that I can not play in the case lobby like a regular player and try to get up the ladder. What would be the sense in playing.
I'm sure there is a very reasonable sensible explanation, so that is why i'm asking.
