Well, I have to say, I'm not privy to exactly who might have made the decision (and neither is Alien unless Shy told her) but in the realm of tournies, the TD's can make that rule if they all agree to. Tournament game settings do not have to go into the voting booth. However, if there was an interest in making ladder games with specific settings, such as are currently being used/tested in tournies, then that would go into the voting booth. If you don't believe me, ask your ladder ops.

Personally, I don't have a problem with that. I have yet to see anyone play with enough lag that a 15 second timer to make one move to select and either discard or knock should be any trouble. I imagine the goal is to speed up some of the matches, which may appear to some to take too long while running a tourney. Unless a player has a demonstrable physical inability to click and move the mouse in 15 seconds to make a move, there really should be no problem. I have no problem with the tourney rule should it be there for any tourney I play in.
