First off Sierra does not own the Hoyle franchise any longer, they sold it to Encore.

In answer to you question the $20 annual fee is not exclusively for members of Case's Ladder, it is for access to the Hoyle Online gaming site and it applies to anyone who wants to play in any of the games on the site.
