Did you extract them into the Tiger Woods 99/data/courses folder? Most of the time you have to go into courses folder and make a new folder and name it exactly the same as the course name so you can extract it to that. If you're not exactly sure of the name, guess and then after extracting open that folder and the correct course name will be the largest file in there. If you open the new course folder after extracting and see just a folder with the course name on it, just drag that folder out with the other course folders and delete the empty folder that you made earlier.
