One reason for keeping the vote secret has to do with each player's right to privacy, and to express an opinion without fear of unpleasant consequences. If a vote is being taken for ladderops for instance, would you really want the ops to know who voted NO? Mostly votes are things that don't cause much in the way of controversy, but the occasional one does arise where anonymity may keep the glue of friendships strong, whereas knowing who voted what may cause more harm than good.
