It is possible to have 2 toc's to facilitate all regions of the earth. However, anyone participating in the first tourney is ineligible to participate in the second tourney and the winners of each play each other at a mutually convenient time and that winner receives the medal. However in the case of this league with the # of players I seriously doubt you can get enough in both tourneys under those rules.
